The Jewish Agency was founded in 1929 as the operative arm of the World Zionist Organization. Until the establishment of the State, the Jewish Agency was the de-facto government of the Jewish community. With the establishment of the State, these activities were passed on to the Government of the state; however responsibility for immigration, settlement, and relationships with world Jewry remained in the hands of the Jewish Agency. The Jewish Agency has a strategic partnership with the Government of Israel and its unique legal and public standing is anchored in Israeli law. Most of the Jewish Agency’s funding is from donations from world Jewry. The Jewish Agency has a variety of activities which encourage the success of new businesses and the development and expansion of existing businesses particularly in Israel’s geographic periphery; activity that aides in limiting unemployment, and serves as an impetus for economic growth.
